We walked by the city hall many times when we headed towards the port. The architecture is quite stunning. You can not go inside. We saw some historical photos of it at the Musee des Beaux Arts.

The Town Hall was closed when we were there. A nice looking building from the outside. If you walk around the Old Port then you must walk right past it. Worth a photo.
