Although it was very hot, it was still a beautiful spot to enjoy the nature. The place is kept clean and the parking has plenty of space.
There’s a short footpath from the car park that takes you to a few scenic spots along the cape — just squeeze through the crowds of tourists on a snorkeling/diving tour. Very nice sea scenery against the rugged rock formations.
I'll bet the outer reef in better than 3m (post typhoon) visibility would be a good dive. I'd also bet you'd be one of an entire shoal of divers. Probably better avoided unless it's the only option.
