In our TripAdvisor page it's written that "The meeting point is in front of the Tourism Office which is closer to Rua do Arsenal, under the arches. Our guides are always there with orange backpacks!" Please let us know if you saw somewherelse that the meeting point is close to the river, so we can correct it. Thank you!
