This was one of the strangest hotels I have ever stayed at. Too far from the station if you are doing Rome all day, though I was in Frascati on business and couldn't stay at the Flora. The 20 mins walk into Frascati is preferable to a 12 euro taxi fare, and ought to be very pleasant in the summer. I was staying in one of the outbuildings, and this felt fairly isolated. In fact, despite spending much of my mornings in the lobby trying to get a wireless signal, the staff never spoke to me at all in four days.
The fading grandeur of the place is fine if you like that sort of thing, but this is certainly overrated at 4 stars. Breakfast is hopeless, but that is true everywhere in Italy, and the sooner someone opens a greasy spoon the better. You can ask for a cappuccino, but it won't be offered. Grounds look nice, and the pool is quite big, but it was too cold when I was there to walk about too much. There is a supermarket only a few minutes walk up the road to the side of the entrance. The restaurant looked overpriced, and not tempting, so I ate in Frascati every night where there are quite a few choices of places to eat.
This hotel looks tired and faded. They need to try and capitalise on what is in the local area, which is actually quite a bit, rather than sell it as an alternative to staying in Rome (it isn't, and if you try it, don't blame me when Rome's crippling footpaths leave you too leg weary to walk from the station). Best avoided if you can, until you hear it is under new management.
