Anuradhapura district is a huge district with lots of ancient ruins and places to visit and also enroute to the eastern coast or the northern districts so stopping over makes sense. However, the choices are limited.
Heritage hotel is a new hotel built within the last year or two on the banks of the Nuwarawewa tank on the other side of the temples and ruins so from the hotel you have clear, unobstructed beautiful views of the ancient temples. It is around 4 km away from city center so you cannot expect to simply find public transport when you wish it and would need to pre-arrange with the hotel. However, the staff are friendly and accommodating.
The rooms are clean and have basic facilities and the meals are tolerable. As a stopover place that helps you recover from the stress of travel by its great views and peaceful location, this is a good place to stay.
