FYI: I stayed her for a business trip for a meeting at the OECD. The hotel was good overall, but you have to have appropriate expectations for a 3 star hotel in Paris.
The good: friendly staff, easy commute by bus or metro to the OECD, walking distance to the Eiffel Tower (but a long walk), good cafes and a small grocery store in the area. Rooms are very small, but clean and comfortable, once you get used to the size. No a/c, but windows open to get a nice breeze. Rooms in the #1 and #2 (and #3?) tiers have very good internet, which is included; however, wireless is spotty in the #7 tier (which is a separate but connected building). There is a nice terrace, with a partial view of the eiffel tower. Front desk staff is very friendly. Very good rates for the area. Modern bathrooms, but very small. There are towel warmers, but I did not try them since it was summer.
The bad: very small rooms; no a/c; rooms on the street side can be a bit noisy. Breakfast is very overpriced at 11 Euros for a continental breakfast, however, even if you add in the extra 11 Euros, the rates are still very good for the area. I would recommend you skip the hotel breakfast--you can pick up some food at the grocery store and bakery around the corner (keep in mind these keep Parisian business hours). Only one really tiny elevator--it's enough to get one medium suitcase up to your room, but not much else! Plan to take the stairs the rest of your stay. Also, this is an independent hotel, so there are regular metal keys, which you leave at the front desk (not key cards). Finally, the decor is outdated and grungy but clean (e.g. faded wall paper, discolored carpet). Bathrooms are very, very tiny.
This hotel could be difficult to manage if you have any limited physical capabilities.
