We are considering a AA flight from Santa Fe to La Guardia. Looks ike the first leg comes in to Terminal B and the leg to LGA from Terminal O. How much time is needed to comfortably achieve this...taking in maybe some delays

There is no terminal O at DFW- could that be a mistype?
There is a Terminal Link train system inside security at all terminals. Normally trains run every two minutes in both directions, and at most it takes about ten minutes (it's never taken me more than five) to get from one terminal to the any of the others.
However, that's not counting walk time from the gate you deboarded from and the gate that you next flight departs from. The maximum walk is probably five minutes, depending upon how fast a walker you are. So I'd say allow 15 - 20 minutes total time.
If you want to go outside the terminal (and security) for a cigarette (some people still do, particularly non-Americans) then you can transfer via the bus terminal link. The buses run less frequently than the trains, about every ten minutes, and take longer to get to the other terminals. They are clearly marked what terminals they go to.
If you do this then you also need to allow time to go back through security and some terminals are faster than others. Terminal D normally goes very fast, no matter how long the lines are. Terminal B can be a nightmare.
I mistyped...it's arriving at B and departing from C. Would a bit over an hour be enough time. non smokers, so will not go outside of terminal.. To go from B to C , do we have to exit and then go through security again, or just stay "in transit"
Yes, an hour is plenty of time. No, you do not have to exit the secured area, just go up a level to the Terminal LInk and check the signs. There's a train that comes on either side, and the signs tell you where they go.. If you have bags checked, they'll go straight through.
