If you're renting a car then it doesn't matter what area of the Island you decide to stay in as it's so small that everywhere is easily accessible. If you prefer to be within walking distance of a choice of restaurants/pubs or entertainment for evening time, then you'd be better staying in Douglas (the Island's capital). That's where all the bigger shops are too. If you fancied somewhere a bit quieter but still with a choice of nearby places to eat then you could consider Castletown or Port Erin in the south, Peel in the west or Ramsey in the north. Best just to have a look at the website and see which areas you like the look of!
