Lisboa has lots of public transports, bus, metro, tram and funiculares, you'll have to use them to do the "tourist" things no matter where you stay. But if you want to stay downtown a possible area it's Chiado.
The best place to stay is Liberdade Av. between Avenida and Restauradores metro station. You wiil be in a quiet place, away from crowd and close to EVERYTHING.
I really do not think there is the best area because for Lisbon, things are spread out like Belem in one direction and Expo 98 in the other and they are must visit area of Lisbon. It is surprising I say that because I consider Lisbon a small city.
Your choice to stay should be if they have room available and the cost per night is in your budget and know how to get around with train/tram/bus.
I like staying in the Estrela area of Lisbon because in not touristy, plenty of places to eat that are visited by the locals and I can relax in the park in view of the Basilica. I will go to the other districts in Lisbon like Baxia or Chiado for dinner or a drink too.
