Eurostar to Paris Gare du Nord thence Paris Est to Zurich. Zurich to St Gallen intercity train then the narrow gauge train from the adjacent station to Appenzell. check out timings on www.rail.ch
No preference any of the months would be OK.
There are lots of places to stay in Hotels or B&B's.
There are thousand of well marked public footpaths.
Switzerland by Rail published by Bradt is a good guide book.
www.trainseurope.co.uk or ffestiniog travel would be two good UK agencies whom could arrange your train tickets.
