I think that the answer is no unless you're in a private villa or on your own overlooked terrace at a hotel or whatever but not in public.

for St. Lucia, Castries

It is illegal in St Lucia. That being said I have seen people do it at some resort beaches on a discrete basis. French islands allow you to bathe topless.

Yup, illegal in St. Lucia. In some areas, if very discreet, you can get away with it, but it is illegal and very frowned upon on top of that.
