We've been to happy hour (5pm to 7pm) several times and dinner twice and we have always enjoyed it. I think happy hour is much better value so I would highly recommend the happy hour over the dinner. Not true Spanish Tapa's, but still very good. Nice Ambiance - Pricey Drinks - Great Martini's - but stay away from the fruit punch Sangria's - unless it's for your kids. More

Casa Munras is a venerable hotel in Monterey and now has a great tapas restaurant. The food was superb and the menu rivals Julian Serrano's in Las Vegas, but the prices are very reasonable.
