For Y3000, you get a decent tempura set. It's located just off the main road. You walk into a pretty non descript place with 12 stools around the tempura chef. We both wanted tempura and we wanted to do something something that would be fun. Yoshikawa is a Rykokan that has an excellent tempura bar. Service was amazing at Yoshikawa. Recommend reservations and if you have money to spare (~$200 a person), to do the Tempura Kaiseki (multi-course) meal in a private room; otherwise, the counter option is much more affordable. THis place came recommended and it lived up to expectations. Truly excellent Tempura and charming Waitress and the Tempura Chef was a Master. Save up your pennies, This place is a must. When next in Kyoto, I will retuirn

While the food at this extremely small Restraunt is of a high quality the staff manners and general atmosphere are terrible. Yoshikawa has a friendly intimate atmosphere at its small tempura counter, and I like their style of taking you to a larger room for the dessert and tea course. However their tempura is not up to the lightness and variety of such as Yotaro in Tokyo or Kyoboshi in Kyoto.
