“student dormitory”

is it an hotel or a student dormitory? poor furniture. a single small room. but all is clean. television without french channel. no WI-FI in my floor. and no telephone in the room!!!??? in the 21th century?? the reception man donn't speak english!! the climatisation doesn't work and no extra blanket in the room. a cold and depressive night.
