The Chisun Inn was simple and clean with friendly and helpful staff who had generally good english. We chose the Inn based on price and also location though on arrival found that though it is in walking distance of the train station it's a pretty long walk and fairly difficult in the snow.

The Chisun Inn Karuizawa is great! My family of 6 enjoyed our stay. The 500 yen breakfast is great value with both Japanese and Western style dishes. The facilities are very clean, adequate (albeit squeezy!) and good value for the price of the rooms which sleep 3.
