We got to this hotel thanks to my friend's crapshoot method of finding rooms. I guess the result was OK. I was initially worried about road noise due to very poor fitting windows but in fact the craziness of Luoyang traffic does cease about 10 pm and only resumes at 6ish am. Room was fine, breakfast good and included.

I found the Luoyang Cygnus International Hotel on the CTrip.com website, where it had a "silver medal" (whatever that means). The room price for a 4 star hotel was very reasonable compared to other 4 star hotels on ctrip.com in Luoyang, all of which had received unfavorable ratings in Tripadvisor.
