Hotel Europa can be a good option if you want to be close to downtown Montevideo. The rooms are old style and bathrooms do need a refit. The breakfast is regular, but you need to ask the waitress for napkins and it seems that she counts how many you are using.

We really enjoyed our time at The Europa. The dining room was a top feature for us and the relaxing atmosphere in the foyer was helpful to calming exhaisted travellers. My friend and I stayed at this hotel and found it value for money. The reception and front door staff weere very friendly and welcoming to non spanish speakers. The rooms were a little small but were quite satisfactory for a short stay. The hotel is so close to the main street and most of the attractions in Montevideo.
