Good old Al-Bahrain is reportedly the cheapest hotel in Kuwait City. I certainly haven't found any hotel with a lower price yet. Excellent location behind Safat Sqare, a few minutes' walk from Wataniya Souk and Mirqab (Liberation Tower) bus station (Bus no. 13 to/from airport for 250 fils). Old and worn, but not dilapidated.
