I just stayed at the Intercontinental Hotel in Phnom Penh for business (of "Intercon" as all locals call it). The staff was friendly and attentive. I signed up for the "Club" package which gives wi-fi, breakfast, tea hour, and cocktail hour every day. Extra $45 so if you use wifi a lot combined with breakfast, maybe not the worst deal....
