I don't think this is a bad place depending on what you seek for.
pros:
It is across the Taipei railway / MTR(metro) station, and also the bus terminal to go to the international airport. Very convenient if you use the railway or going to the airport (not much advantage compared to other MTR stations if you use MTR).

Kenzo the owner is an extremely friendly Japanese man who also speaks Mandarin and English. The hostel is clean, sheets, towels and lockers are all provided free. There's a nice lounge with a TV and an electric foot massager. The hostel only has 3 rooms so you won't meet TOO many people there, but everyone who stayed was extremely friendly....
