I was booked into that hotel by a local business partner. Cannot find any reason why this hotel should be a 4 star hotel, looks and feels more like a cheap pension on the Rimini coast of Italy. Position is the best you can wish: 10 mins walking from Stare Mesto (old town square) and 2 mins from underground, bus or trams. This hotel was advertised as a 4* at a very reasonable price. The rooms were spacious and clean, well equipped with air-conditioning, opening windows, minibar, hairdryer, safe (no charge), plenty of storage space and mirrors, nice bathroom, toiletries, tv, phone and clock radio.
