We took $4.50 roundtrip ferry (1.5 hr each way) from Fajardo ferry terminal to Culebra. The ferry works perfectly fine. We reached the terminal at 7.45am to take 9am ferry. Remember to buy roundtrip tickets to avoiding standing in the line while returning.
