You just cant avoid the seawall even if you wanted to, may as well get out of the car and enjoy it. Try a bike ride early in the morning before traffic picks up or walk down by the water and the traffic sound is completely gone.
Galveston never was a "must see" beach or seawall but after Ike it is even less so. There are still boarded up shops and damaged buildings, even years later. The beaches are small and ok. Go to Steward beach or west beach for better sand and beach action

We love watching people and the views of the gulf are outstanding. Great place to walk or bicycle - the street gets very crowded on weekends and parking is sometimes hard to find.
The staff was so helpful. They just couldn't seem to do enough for their guests.Wake-ups were on time, Was able to just relax the entire time I was there.
The sea wall is a very long and nice strip in Galveston. Locals dive joints to the high dollar restuarant s you can get what you want. The beach ain't the beast but it is the ocean.
For the amount of tourist and locals on the Seawall it is a salute to the city that it is kept so very clean and well maintained.
We walked for 5 miles it was so enjoyable. Wide, lots of beach access, clean. When you tire there are lots of dining options.
We walked up and down the Seawall and also rented bikes and drove along it. It is great for people watching, exercise, and getting an idea of what is along the shore. Our family description of Galveston is "Charleston meets Daytona Beach." We had a great time along the Seawall and in Galveston in general. It is easy and inexpensive...
