The views alone are worth visiting the Superior National Forest. I highly recommend hiking the Carlton Peak and spending the night near Temperance River. These may be the greatest views Minnesota has to offer.
If you're up for a short day hike, try out the Oberg Mountain loop. Dog and kid friendly area. I will definitely visit this area again....

Not exactly in Duluth. It's about 1.5 to 2 hours drive from the City. The visitor center is in Duluth, but that's it.
