To get this view you need to be prepared to a 90 minute walk up to the top of Cerro Pan de Azúcar. When you're there, you may choose to take the steps to the arms of the (rather ugly) cross at the top of the hill. Plenty of parking place and some handcraft stores at the bottom, also snacks...
