I really don't understand this building. It looks like it cost a lot to build but it seems to have no purpose but to house an on-ramp to an expressway (yes, the on-ramp spirals THROUGH the building). Seems like just a lot of stairs and escalators. But there are some pleasant public spaces on the outside next to the river...
