I first went to Takino to cross-country ski. It's a fairly long trip to get there (bus from Makomanai station), so plan to spend the day (last bus back at 3:30 in 2011 and 2012). Went Hokkaido trip with my 2 kids (under 4 years) and grandparents in town in May 2010 (not 2011 but Tripadvisor doesn't allow me to indicate so far back). The kids absolutely love the park while the grand parents enjoyed seeing the flowers in bloom. The park is more well-known among locals and few foreign visitors visit.

We went there during our trip to Sapporo in early January. My wife and I don't know how to ski but we decided to give it a try after being recommended by the hotel staffs. The location of the park was quite far from the Sapporo city center but you can go there easily by asking the tourist information center....
