The building is more incredible than its sheer size. From the opulence of the interior you start to gauge the vision of a dictator - evidently a bit of a megalomaniac. Worth a look.
Guide was very knowledgeable (even answered someones question about where the wood the floors made of comes from!). Shame you had to pay extra (30 lei)...

we took the full tour package. Very nice and impressive. Disappointed we weren't allowed on the balcony when we went, to admire the city view from there, which usually was allowed, still a great experience.

i understand it is the second large goverment building after the Pentagon, it is agreat place to visit!

The building is huge, but contrives not to be impressive. Bad taste writ large.
TIP
MNAC, the museum of contemporary art, is in part of this building, and you can go in there for a few lei and not be marched round. It's cafe is up near the top so you have an outlook, and you might find the art...

Very good guided 45 minute tour of the building. Worth it.

Ceaußescu's "masterpiece" of destruction of entire quarters of historic houses and streeets and shops.. Cacophony in stone and concrete. Ghastly traffic, no urbanistic plan.A disgrace.

The second largest building in the world was built following the destruction of an entire suburb by the former Romanian dictator, Ceausescu. It is worth going on the one hour tour through the building to see the opulence with which it was build.
