Visit on a sunny day. The open space and walking around with a view of the bay are very good. Small restaurant overlooking the bay is a good place to relax. Ride the wheel and see the lighthouse. Not a lot to do but a good place to soak in the view and the sun.

I visited Plymouth Hoe twice : July 2011 and April 2012. From the highest point at the Hoe, I could see the ships and sailboats in the sea below. Such a beautiful and captivating sight.
