Penglai is definitely worth visiting if you are close by, but not worth going out of your way to see. It is basically a fortress overlooking the sea, where in old China they used mounted cannons to defend against Japanese pirates.
It is also revered by taoists as the location where the 8 immortals left the earthly realm.
